"It's meaningful," says Breen Schiller, a partner at law firm Horwood Marcus & Berk in Chicago who has represented a handful of clients contacted by the city. "No one location is getting hit with an amount that's big enough to warrant the litigation cost to fight it, so they pay it. They're between a rock and a hard place. It hurts because this comes right out of their pockets; and the concern is it's not just going to be limited to the city, but that the county as well will follow."
